The Palestinian militant group has long called for the Jewish state to be destroyed. Basem Naim, an Istanbul-based member of Hamas’ political bureau, told CNN on Thursday that the group would agree to disarm if an independent Palestinian state was established. Hamas has traditionally rejected a two-state solution that would see a Palestinian state established alongside Israel and has instead advocated the creation of a Palestinian state in all of historic Palestine that today encompasses Israel, the occupied West Bank, occupied East Jerusalem and Gaza. Barghouti said Hamas indicated as far back as 2007, when it led a Palestinian national unity government, that it is willing to accept a Palestinian state along the 1967 borders. Last week, Turkish Foreign Minister Hakan Fidan said at a news conference in the Qatari capital Doha that Hamas is willing to function solely as a political party once a Palestinian state is created, citing meetings between the group and Turkish officials.

The United States, along with the four other permanent members of the Council, can veto any action before it. Full Palestinian membership in the U.N. would be an important if largely symbolic victory for the Palestinian Authority, which has long sought a nation-state. CNN —Apple has fixed a bug that suggested the Palestinian flag emoji when some users searched for the word “Jerusalem” in the emoji keyboard. Apple’s previous update was introduced on March 21, but the recent discovery of the bug upset some users on social media. It’s possible, however, Apple’s machine-learning technology determined the suggested emoji based on analyzing texts from millions of its users. In 2017, the US administration of President Donald Trump recognized Jerusalem as Israel’s capital, reversing decades of American foreign policy. So suggesting a Palestinian flag emoji for the search query “Jerusalem,” particularly when Israel is at war with Hamas, added tensions amid a long-running dispute.

CNN —A 12-year-old Palestinian boy was shot and killed by a border police officer in Shuafat refugee camp in occupied east Jerusalem, according to hospital officials and an Israeli police spokesperson. The boy falls to the ground just as the firework launches from his hand into the sky. Israel captured the West Bank, east Jerusalem and the Gaza Strip in the 1967 Mideast war. Under the Oslo Accords peace agreement, the West Bank has been split into three distinct areas, depending on who is in charge. Israel has full administrative and security control over 60% of the West Bank area, which it continues settling its citizens in. Earlier this month, Biden issued an executive order imposing sanctions on four settlers accused of directly perpetrating violence or intimidation in the West Bank. The ICJ's six days of hearings starting on Monday come after the U.N. General Assembly asked the court in 2022 for an advisory, or non-binding, opinion on the occupation. It is the second time the U.N. General Assembly has asked the ICJ, also known as the World Court, for an advisory opinion related to the occupied Palestinian territory. “The International Court of Justice is set for the first time to broadly consider the legal consequences of Israel’s nearly six-decades-long occupation and mistreatment of the Palestinian people,” said Clive Baldwin, senior legal adviser at Human Rights Watch. While Israel has filed a written statement with the court, it has not asked to participate in the hearings.

JERUSALEM (Reuters) - The main United Nations agency providing aid to Palestinians in Gaza is facing growing administrative hurdles from Israel, with a shipment amounting to a month's supply of food blocked in port, the agency's chief said. UNRWA has dismissed staff accused of involvement in the attack and launched an investigation. He said UNRWA had been informed by a contractor that provided handling services in the port of Ashdod that it could no longer continue working with UNRWA, following instructions from the Israeli authorities. Last week, Israeli Finance Minister Bezalel Smotrich announced on social media platform X that Israel was cancelling tax breaks previously offered to UNRWA. The decision was not formally communicated to the agency which only learned about it when the statement appeared on the platform, Lazzarini said.

Now Marwan Barghouti's freedom is at stake in cease-fire negotiations between Hamas and Israel. Hamas leaders demanded Friday that Israel release Barghouti, a leader of the militant group’s main political rival, as part of any deal to end the fighting in Gaza. Israel is seeking the release of more than 100 hostages still held by Hamas in Gaza. With the lives of over 100 hostages now hanging in the balance, there is more pressure than ever on Israel to release Palestinian prisoners. That may make conditions ripe for a deal that could simultaneously win Barghouti’s release and bolster Hamas’ standing among Palestinians.

On Thursday, the State Department announced the first round of sanctions targeting Israeli settlers accused of perpetrating violence in the West Bank. There are more than 450,000 Jewish settlers in the occupied West Bank. Settlers in the West Bank fall under Israeli civilian rule and have their own road and transportation networks, while Palestinian residents fall under Israeli military rule, are forced to go through Israeli military checkpoints, and are largely barred from entering Jewish settlements. And in Area C, which is 60% of the West Bank, Israel retains full security and administrative control. The report rejected the applicability of the Fourth Geneva Convention to the West Bank, arguing that the West Bank was never a legitimate part of any Arab state.

The Palestinian Health Ministry said Israeli forces opened fire inside the wards of the Ibn Sina Hospital in the town of Jenin. Most were killed in confrontations with Israeli forces during arrest raids or violent protests. The Israeli military says it has arrested nearly 3,000 Palestinians in the West Bank over the past four months. The military said Tuesday that forces killed Mohammed Jalamneh, 27, who it said was planning an imminent attack. Hospital spokesperson Tawfiq al-Shobaki said there was no exchange of fire and the three were killed by Israeli forces in a targeted killing.
